Miami Wide Receiver Herb Waters Carted Off After Helmet to Helmet Hit

Herb Waters, Miami Hurricanes wide receiver, was carted off the field after suffering this helmet to helmet hit by Virginia safety Mason Thomas while blocking on a kickoff return. Thomas was not ejected even though this is obviously targeting.
Targeting and Initiating Contact With the Crown of the Helmet (Rule 9-1-3)
No player shall target and initiate contact against an opponent with the crown (top) of his helmet. When in question, it is a foul.
