FIFA and those in positions of power running soccer across the globe are generally loathe to adopt any sort of technology in the 21st century that might help the game. Yet they’re quite okay with referees using temporary vanishing foam to mark off distances on free kicks. When you allow that, things like what transpired during the Hartlepool-Oxford United lower league English match are going to happen.
