Why Wasn't Pacman Jones Ejected For Ripping off Amari Cooper's Helmet and Eye-Gouging?

Look at what Pacman Jones did to Oakland Raiders rookie Amari Cooper and tell me how he wasn’t ejected. Not only does Pacman rip off Cooper’s helmet, but he gouges his eyes. Right in front the referee! And all he got was a 15-yard penalty.
The Bengals are rolling over the Raiders, 17-0.
