Matthew Stafford had just been called for intentional grounding, and on third down, threw an incomplete pass when this was called roughing. It did come low, with the arm. Depending on your perspective, Young was blocked that direction and stumbling, or, in the case of Mike Pereira, did not think the contact rose to the level of roughing.
