The US Gov't putting the penalties on the banks, and therefore the onus, is a big deal, because it allows the foreign companies that used to take gambling $$$ from here to come back in and take money with no repercussions. The fault will lie with the bank, who can easily pass all penalties on to the populace. It's a lame law. His partner works at a bank, so Frank has always been a protector of banks.
