Yeah. My apps restored after I rebooted iTunes. However, they were not grouped as I had them before so I had to do that all over again. That was frustrating.

No. You don’t. So long as you back up your iPod first before installing the update. Just hit the sync button before the update one. Won’t take long.
Also, if you put your iPod Touch on Airplane Mode it makes the whole thing go faster.

once you purchase an app, you don’t have to pay for it again if a re-download is required. Make sure it’s the same account

The only thing I experienced was having to reset the order my apps appeared in. My second page got pushed to the third page due to the new Newsstand, Reminders and Videos apps being added.
